Kohlberg argues that moral reasoning can only be understood in a boarder context and that moral reasoning is a part of the
cognitive development. Kohlberg is looking at the metal structure which underlies the moral reasoning process stating that "...the cognitive-developmental assumption is that basic mental structure is the result of an
interaction between certain organismic structuring tendencies and the structure of the outside world, rather than reflecting either one directly" (Kohlberg, 1969). Therefore, the process is influenced in a number of
ways with the structure that supports the process being highly influenced by the external world which helps to provide the rules and expectations that will be applied to the process.,
Kohlberg argues that the development of moral reasoning has a string parallel to cognitive development, as there is the requirement for the
ability to think and that the stage of development of moral reasoning will reflect the stages of cognitive development which can be further examined by comparing the moral reasoning with
the stages laid down by Piaget, with more complex and mature reasoning only able to take place after the cognitive development processes have developed to support it (Lickona, 1976).
