This is a tool that is associated with the Japanese, however, these quality initiatives have their foundation with W. Edward Deming and Joseph Juran s quality control principles in the United States of America in the 1950s. Total quality management was then subsequently taken up by the Japanese firms, many of whom benefited from learning American manufacturing principles after the Second World War when as part of the restructuring of Japan many Japanese executives toured industry in the United States (Keys 1998). This was seen in companies such as Honda. The use of quality management and TQM principles has returned to the fore, developing and evolving from its initial manufacturing focus and spreading in the service industries. If we consider the case of Bergstrom Hotels, the way in which TQM is implemented and operates as an ongoing stratagem can be assessed in terms of success against the use of TQM in a service environment. Moreover, the performance and goals can also be compared to the goals and theory that had been laid down quality theorists as the foundation for the TQM movement. To undertake this we will first briefly consider TQM as a tool, then we will look to how this has been introduced in the hotel, and how this can be assessed in the context of former quality theorist Deming and Joseph Juran II.
