defined as a process by which the efficiency or effectiveness of an organization is quantified (Neely et al, 2005). The measurements are the metrics which are used to undertake that
assessment (Neely et al, 2005). For example, in a healthcare organization metrics may include the number of patients seen in a set period of time, the cost of seeing each
patient, the patient outcomes measured in a statically manner, and measures such as patient and staff complaints, and/or patient satisfaction with data gathered from feedback. Internal measures may also be
used, such as staff attrition rates; there is a wealth of data that indicates happy staff will provide better levels of service and are less likely to leave compared to
unhappy staff (Cook, 2008). The key with easement is that it is simply that, it measures the level of service and the performance measurement process is the way in which
the organization chooses to gather the data for the metrics chosen (Neely et al, 2005). Quality improvement processes seek to impact on the quality of the service (or product) and
better the existing performing level in a predetermined way. The process is the way that the organization will seek to make improvements, for example the use of different Total Quality
Management (TQM) tools (Mintzberg et al, 2008). The use of performance measurement is important in the way quality improvement processes take place. The first use in the assessment of the
existing levels of quality performance to assess where there is a desire or need for change. The quality improvement process will then be implemented and subsequent measures will enable the
improvements to be assessed. The measurement will allow there to be quantifiable measures to indicate whether or not the quality improvement process is working and assess if there is a
