This paper describes an article about the restoration of services after September 11-what type of article it is, what it explores, what qualitative method it uses, and so on.
Discussion The article under examination here is entitled "Disaster recovery preparedness through continuous process optimization" and it was written by Nick De Tura, Susan Marie Reilly, Srilatha Narasimhan and
Zhenhua Jack Yin. The authors are all employees of Lucent Technologies, Inc., which retains the copyright to the article. The issue thats being explored in the article is the "disaster
recovery process" and how it works. The authors tell us that the process "is a continuous loop of planning, execution, and feedback to refine and optimize the plan through
each cycle ... The process results in a living document of possible scenarios along with a well-thought-out package of recovery plans designed to address disaster conditions and mitigate risk in
a methodical efficient manner" (De Tura, et al, 2004). The inquiry method the authors used is that of a case study. The purpose of the inquiry was to examine
in detail how and why Lucent Technologies recovery plan worked so well: "This well-developed plan enabled effective industry response to the September 11 disaster. The impact of the disaster
recovery process was demonstrated in the success in restoring communications network in New York City and Washington, D.C. ... within days of the attack" (De Tura, et al, 2004). The
issue is being studied within the context of the emergency management profession, and in particular, that of communications networks. The case study tradition is used here because of the
type of event the article describes: the authors are not dealing with biographical material in any form; nor are they interested in narrative histories or other qualitative methodologies.
