Much of the controversy stems from the fact that the United States has a very diverse social structure in relationship to education and what meets the needs of one particular
region may not meet the needs of another. While considered perhaps to be a noble effort to increase the effectiveness and efficiency of education in the nation, it is not
without its controversy. The following paper summarizes the qualifications for the teachers and paraprofessionals under the No Child Left Behind Act. Qualifications: No Child Left Behind Act The
first thing noted in the qualifications is the requirement that if a school is receiving funds from the program then the teachers or those involved must be "highly qualified" (The
Master Teacher, 2006). And, it notes that the teachers and paraprofessionals must become qualified no "later than the end of the 2005-2006 school year" (The Master Teacher, 2006). They essentially
note that because of this level of requirement the amount of "qualified" teachers will increase in every school under the program (The Master Teacher, 2006).
It also notes that the number of teachers who are actually receiving developmental training to become qualified also increases (The Master Teacher, 2006). The schools apparently have
the ability to provide other opportunities, other than those dictated, to the teachers in their pursuit of becoming more qualified (The Master Teacher, 2006). Again, all implementation and education and
qualifications must be achieved by the end of the 2005-2006 school year (The Master Teacher, 2006). The next section details how each school or agency under the act will provide
