centres. For many countries the development of assets and competences has been key to their development. Many countries such as Hong Kong and Singapore have few natural resources and have
to rely on developed skills to support the emergence of industries. Other countries have a higher level of natural resources, such as those in the Middle East with the rich
oil and gas reserves that exist in the area. However, natural resources are not sufficient to sustain an economy, as resources also have to be leveraged. For industries such as
oil and gas this also take technical know how and skilled labour across the spectrum of required tasks. For some countries and companies this can be a challenge with either
a mismatch of labour skills or overall shortage of labour. Where this is a problem for countries it also becomes a problem for companies operating within those countries. This
