exactly, poverty is in the United States. Certainly poverty is measured economically - The U.S. Census Bureau, for example, measures absolute poverty thresholds vs. relative poverty thresholds; along with average
monthly poverty, long-term poverty, annual poverty rates and so on. Furthermore, various thresholds are added to this including family size and age. Adding to the challenge is that poverty is
very much regional - there tends to be higher rates of poverty, for example, in Louisiana than there are in, say North Dakota. This is what makes "combating poverty" so
difficult: There are so many different types of poverty. The federal government is doing its best with the issue, however - during
the 1960s, the administrations of Presidents John F. Kennedy and Lyndon B. Johnson launched their War on Poverty, which set aside dollars for programs such as Medicaid and cash assistance
(Poverty, 2011). There are other federal safety nets such as Social Security, Earned Income Tax Credit, food stamps and housing aid (Poverty, 2011). Unemployment benefits are available for a period
of time if an individual is laid off or fired from a job. States also kick in their own grants based on federal dollars to help deal with poverty.
More and more, however, federal dollars are being dedicated to fighting the root cause of poverty (i.e., lack of training). Its believed that training
individuals to be productive members of society can do more to help alleviate poverty than by handing out cash or food stamps. Still, poverty is very cyclical, and children are
