Well start with the following questions. 1) What are some of the barriers to the effective implementation of quality improvement in health
care organizations? How can these be overcome or removed? Possibly the best article written on this topic was by Zabada,
et al, in 1998. Though the article is 10 years old, many of its issues remain today. First, there is the issue of subculture, and their definition of quality (Zabada
et al, 1998). Because of the physician, nurse and other subcultures, management doesnt have much control in strategic areas in which quality management could be helpful (Zabada et al, 1998).
Second, implementation of quality assumes rational decision-making. The problem is that in a health care organization, just by its very nature,
rational decision-making doesnt always exist - especially when it comes to issues of health, life or death (Zabada et al, 1998).
Furthermore, the concept of quality is difficult to define in the health-care industry, because there are many different participants involved in health care delivery (Zabada et al, 1998). For example,
a supplier to the industry (i.e., a third-party payor) might consider cost containment as important to quality, while the patient and doctor believe that full health is a measure of
quality (Zabada et al, 1998). Still, implementation of quality in a health care organization can take on some of the quality
