is ready to take the next step - the company management wants to go on-line to develop a sales program. Through this virtual store front, TopLiances management hopes to increase
its sales volume and enhance its profit margin. In this regard therefore, the student has been asked to create both a
project quality management and risk management plan to help implement this particular facet of what well call "e-commerce." Though in the past,
quality management planning and risk management planning have been the mainstay of mostly manufacturing, as weve moved more into a "knowledge" economy in which the bulk of business is done
through cyberspace, many of the aspects involved in total quality management (TQM) and risk management have shifted to encompass the idea that were moving more to a service economy. In
this paper, therefore, much of the planning process will involve what has typically worked for TQM and risk management. In addition, "e-commerce"
is defined as transactions performed electronically (information or otherwise) between a business and its external stakeholders (Lowson and Burgess, 2003). In the case of TopLiance, of course, the "stakeholders" are
