think of policing we think of government paid employees that are paid to enforce the laws of the government entity. Public policing such as this occurs at all levels
of government. The Whitehouse, for example, has its own publilc security agency. The CIA, ATF, and the FBI are critical public policing agencies at a federal level.
States, counties and even communities employee public policing. The employees of these agencies are sworn to uphold the laws of the specific government entity to which they are hired.
Private policing, in contrast, is operated by private entities such as large corporations or even individuals. Consider as an example the railroad police. They are an extremely
effective policing organization that monitors the nations railways and other property owned by the railroads. Private police can sometimes be contracted, however, to fulfill the duties typically reserved for
public police. Companies specialize, in fact, in providing personnel for this purpose. The historical relationship between public and private policing is actually quite lengthy. In the
earliest history of this country most policing was conducted by what was, in reality, private police that had been hired by the respective community to ensure some form of law
