Our Team Public Relations Company (Our Team) seeks to build publicity and public support for a new soccer team that will be based in Puerto Rico and operate within Major
League Soccer (MLS). Puerto Rico currently has one professional soccer team, the Puerto Rico Islanders. The Islanders belong to the United Soccer Leagues (USL). Soccer is highly
popular throughout Puerto Rico, and the population of more than 3.9 million is well large enough to support two professional soccer teams. Major League Soccer
MLS enters its 13th season in 2008. Currently it has fourteen teams (including the San Jose Earthquakes in their debut year in 2008); Seattle will add an
expansion team in 2009. MLS intends to have a total of sixteen teams by the beginning of the 2010 season (General Overview, n.d.). Current teams are as listed
in the table below. There will be an uneven number of teams when Seattle begins operation in the 2009 season; the addition of the Puerto Rico Hurricanes will be
able to return the leagues roster to an even number of teams. Certainly it is not crucial that the league have an even number of teams at all times,
