There have also been a number of positive improvements since the implementation of the Clean Air Act of 1963, but who has actually benefited from them is the question.
New plastics, silicon computer chips and various pesticides have proven indispensable in contemporary society, but they have also wreaked havoc upon the environment. With every new product comes a
new form of manufactured pollutant. Similar to their older counterparts -- nitrogen oxides, carbon monoxide and carbon dioxide -- the newer pollutants have also shown to have "far-reaching, global
effects on the climate" (United States EPA 1997, PG). One has to ask oneself what, exactly, is clean air? If the laws do not protect the environment -- and
all its inhabitants -- from the hazards of air pollution, what will? Currently, scientists have been able to detect air pollution in considerably minute amounts, which indicates that while
pollution may be declining somewhat, it will always be present. Surprisingly, experts have determined that outdoor pollution is not nearly as dangerous to humans as is indoor pollution (United
States EPA 1997). During the past thirty-five years, there have been several amendments to the original Clean Air Act, including the most recent of 1990. In an attempt
to "tighten standards on pollution" (United States EPA 1997, PG), the United States recognized the need to address such new problems as acid rain and airborne toxic chemicals. The
