health. Obesity is associated with a number of risk factors and chronic diseases. The reason why public policy is so important on this
particular subject is because the public schools are able to educate and alter behavior. Budd & Volpe (2006) report that children spend six to eight hours per day in school,
so it is a logical place to implement obesity prevention programs. Yet, it is a public policy challenge because, while it makes sense, there are many people who do not
feel government has the right to interfere with their food and activity choices. Background According to the Centers for Disease Control, childhood obesity has
tripled in the last thirty years ("Childhood Obesity Facts," 2011). In 2008, close to 20% of children between the ages of 6 and 11 were obese ("Childhood Obesity Facts," 2011).
The problem of childhood obesity has been tackled by several school systems. Yet, it has met with controversy. Some time ago, several school systems around the nation began to report
BMI on report cards. The BMI or body mass index is a calculation involving height and weight. Children are routinely weighed at school, so the calculation is easy to do.
In 2007, the New York state governor wanted to include BMI on report cards and this stirred controversy (Gibson, 2007). In an
