interactive model and different theorists have supported the application of these models in a number of different scenarios. The stage model is one of the predominant models used
in policy making and it is based on sequential processes that build upon each other. Each step may include the participation of different professionals, different organizations and different institutions,
and in the early stages, the end product of a stage may have little resemblance to the end product of the policy development process as a whole. The benefits
of this process is that it allows individual actors or organizations to work on separate segments of the policy development and doesnt require the constant participation of all actors that
will be involved in policy making in each step of the process. One of the major limitations of this model is that the policy making process can be "derailed"
at any given time, at any single stage in the process. The lack of a collective decision-making process, then, can be a part of the problem in keeping the
progression of a stage approach to policy formation (Lindblom and Woodhouse, 1999). The linear or multiple streams model is often perceived as somewhat less problematic than the stages model
because it allows for multiple areas of policy process to be occurring at one time, without each being inherently dependent on the previous steps. The policy process is based
on the progression and flow of policy process and allows for different aspects to be created in alignment with timing issues. Specifically, Porter and Hicks (1999) maintained that there
