. deals with the influence of public attitudes on the formation and execution of foreign policies. It encompasses dimensions of international relations beyond traditional diplomacy . . . [including] the
cultivation by governments of public opinion in other countries; the interaction of private groups and interests in one country with those of another . . . (and) the transnational flow
of information and ideas" (United States Information Agency Alumni Association, 2001). If we consider the role of diplomacy this is usually seen as the way in which government
leaders and representatives will deal with other government leaders and representatives at high levels. These may include complex negotiations as well as the ongoing relationships that are maintained and the
way they are managed. In contrast to this public diplomacy may be seen as the government leaders and representatives and they way that they communicate with citizens, which may be
of their own country or those of other countries. This may also be undertaken by other multilateral organisations, such as the United Nations. The use of public diplomacy is
differentiated from the use of propaganda by which is also a tool used by government to communicate with citizens by the type of communication that is undertaken. It is argues
that Propaganda is the pursuance of a particular point which is based on falsities that may be mixed with selected facts. Public diplomacy is argued as being the use of
known facts only, however this can also be argued as a fine distinction and that it is perspective and motivation that may differentiate public diplomacy and propaganda. From this
