begins by pointing out that the science of politics has been part of human society for twenty-two hundred years. Therefore, it seems reasonable that how governments in action operate to
accomplish their goals and purposes would, likewise, have long been a topic of study, but this is not the case, as no one addressed this topic systematically until the current
era (i.e., the nineteenth century). Prior to Wilsons era, political writers considered the constitution of government, that is, its nature and specifically which actors were responsible for making law and
what sort of laws should be enacted. How the law, once made, should be enacted was considered to be a detail that could be handled by clerks once others had
reached agreement on principles (Wilson, 1887). Wilson then proceeds to argue that societies have grown increasingly complex and it is this complexity that necessitates the study of public administration,
as in the modern era, it had become more difficult to administer a constitution than to formulate one (Wilson, 1887). He goes on describe the complex nature of modern governance,
which must address regulation of the telegraph system and railroad lines as well as powerful corporations. As the purpose of modern governance involves perceiving new goals that the state
ought to address and then addressing them, the science of administration is needed. The purpose of public administration is to aid governments in being more businesslike in its operations by
both strengthening and purifying the way in which the government bureaucracy is organized. Wilson then looks at how the science of public administration evolved. Wilson rejects the idea that
any acceptable concepts of good administration could have come out of Washington and he attributes the science to a European origin. Therefore, it is basically foreign to American sensibilities, as
