not have many good things to say about any public agency, instead, the words that are most often used to describe any agency are bureaucratic, inefficient, and a waste of taxpayer dollars. In this sense, the term bureaucratic takes on the most negative of connotations. Every public agency is subject to the political environment in Washington and in the state and county in which they operate. Pandey and Wright (2006) comment that most often, there is both "organizational goal ambiguity, and role ambiguity" (p. 511). There seems to be little attention paid to the fact that many public managers receive conflicting messages from different sources, which makes their own role and responsibilities ambiguous at best (Pandey and Wright, 2006). Public organizations are very different than private organizations, yet, legislators and others seem to want these organizations and agencies to perform in the same way as private enterprises (Pandey and Wright, 2006). That cannot always be done because public agencies serve the society and not a niche part of the population as do private firms (Pandey and Wright, 2006). When an agency provides services, it is difficult to use the same standards of efficiency and effectiveness to measure the performance of the agency (Pandey and Wright, 2006). The United States Postal Service (USPS) is a massive organization, serving every individual, company, organization and so forth in the country. It is often criticized with allegations that it is inefficient and too expensive. Mail carriers, the individuals who actually deliver mail and packages to people, businesses, etc. must deal with all sorts of hazards other employees in other agencies and businesses do not deal with.
