how government carries out its obligations. There is a political context of public administration in that many appointed officers and agendas come from other areas. For example, a president may
run under a platform to change a particular problem that exists within the reaches of the government. That will of course impact the agency in question. Everything a politician promotes
to some extent rests on the notion that something will be altered. Public organizations are often intimately aligned with politicians. When complaints would flood in about the IRS, something was
done to change the system. Another topic related to public administration goes to intergovernmental relations. There is sometimes discord between departments and this is something that has been addressed throughout
the years. Ethics play a fundamental role in public administration, because the goals of the organizations are related to helping people and doing well for the country, not profiteering.
That is, while those in the industry do want to make money and support themselves, there is a sense that organizational goals must be aligned with individual one. That is,
while workers want to earn a good living, they are in the business for the satisfaction and desire to help. They will never become extraordinarily wealthy by pursuing public service.
This is true even though people have become rich as they rise to power. They might write books, for example, or give speeches. They might later join the private sector.
Still, public service is usually equated with a desire to do well. While that is the case, there is a great deal of government corruption, which makes ethics an important
topic. Public administration is a topic that includes many variables. It is a topic aligned with general business management, but public administration is different in many ways. II.
