democratic government" (2005). The message in this statement is that the public administrator is a critical component in sustaining a democratic government. Low performance of public administrators undermine the institutions
they are working for, in fact, enough low performance and the public institution could be destroyed (West Virginia University, 2005). On the other hand, public administrators who perform well impact
the lives of every citizen in that city (West Virginia University, 2005). Public agencies are changing, just as the society is changing. The changes are frequent and rapid, or
as rapid as a government agency can be. It is imperative that the public administration leader have a firm foundation in both theory and practice. Masters programs provide candidates with
this knowledge while at the same time expanding the candidates analytical skills. These skills are critical as policies and procedures are developed, examined, and evaluated. There are two major
trends in public administration - community building and modernizing of the organization (Nalbandian and Nalbandian, 2003). The emphasis is on citizen involvement in decision making, which is a mainstay of
community building (Nalbandian and Nalbandian, 2003). The public demands open, transparent policy-making processes (Nalbandian and Nalbandian, 2003). This is a new arena for the public administrator, who needs a
