so. This does not mean the individual can just read the instruction manual for the test and be competent. The tester must have an understanding of norms, test construction, reliability
and validity (Stratton, 2012). He or she must also understand the characteristics of administering and scoring the specific test. For those who administer tests frequently, they need to keep
up on the latest literature about the tests they use regularly (Stratton, 2012). If the tester is not competent, the results will be invalid and useless. Another important ethical issue
with testing is informed consent. Informed consent means that the individual who is taking the test understands what it is about and that their participation is voluntary (Stratton, 2012). Informed
consent assures this participation is really voluntary. The test must be explained in words the person being tested fully understands. They should also know that they can withdraw from the
process at any time. For example, if a person gets to page 3 of a test and suddenly felt very uncomfortable with the conceptual items in the test, they can
stop and withdraw (Stratton, 2012). There are exceptions to informed consent criteria. Standard 9.03 Informed Consent in Assessments(a)(1) states "except when (1) testing is mandated by law or governmental regulations,
(2) informed consent is implied because testing is conducted as a routine educational, institutional or organizational activity" (APA, 2010). Without these ethical codes governing testing, it would be easy for
anyone to administer these types of tests. This would have a detrimental impact on the field of psychological testing because it would result in a negative reputation. People would look
at psychological testing with disdain rather than as the help that it can be. One legal issue that keeps cropping up is discrimination. The allegations are that some of
