Often there is little that a nongovernment organization (NGO) can do in advance of a hurricane. Where evacuation is possible and likely, it is uncertain until the last
minute how many people will evacuate and how many will be left in need of assistance after the storm. The very location that an impending hurricane will strike in
itself is uncertain. Hurricanes tend to be unpredictable in their paths; though forecasters can provide an estimation of the point at which a hurricane will make landfall, Nature itself
controls the actual action of the storm. In many respects, the best that an NGO can offer is to be standing by, ready
to enter the affected area immediately after the storm passes and travel no longer brings threat of being swept away by wind or waves. Hurricanes often are followed by
