2004). Euclid Hospital enjoys a long history of caring for the community and with the advancement of technology; the administration is now investigating the pros and cons of establishing
a technological based health care data system. In addition to caring for the community of Northeast Ohio, the Euclid Hospital has partnerships with the Cleveland Clinic Foundation and its
associated Family Health Centers (Euclid Hospital, 2004). Caring for so many patients in such a large area would greatly benefit from a health care data system. The major
concern regarding the establishment of such a system will be how that confidential medical and health information can be protected. PRIVACY AND CONFIDENTIALITY OF HEALTH CARE DATA Many individuals who
are concerned with the privacy of individually-identifiable health data want to limit the acquisition, use and possible disclosure of that identifiable information in private and governmental sector settings (Hodge, 2003).
The concern arises due to the previous misuses or wrongful disclosures of sensitive health data that can or may have led to discrimination (Hodge, 2003). However, many health practitioners
feel that ongoing, regular access to and the use of health information is essential to achieve important public health objectives (Hodge, 2003). When medical records were paper, film and microfiche
and in an era when hospital were singly entity organizations, privacy was less complicated (Simpson, 2001). IN that era, the primary method of securing health information was simply to keep
