needles and bleaching kits. The reasons for the lack of authorization can be described as denial (there is not a problem so why institute a solution); security and public
opinion. There are currently preventative programs (primarily educational) meant to slow the spread of the HIV virus included within the education programs of most prisons. The first
response by correctional administrators to the question of what to do about the spread of HIV within the prison system is often that of denial whereby they contend that "there
is no problem" and, or, "whatever problem there is being taken care of". There is also a prevailing attitude among correctional personnel that offenders deserve what they whatever problems
they encounter (Pagliaro and Pagliaro, 1992, cited in Pagliaro and Pagliaro, 2001). It is not so much the actual danger that the individual represents, as much as his
lack of obedience to the social norm or regulations established by the power of control. When the control is lost, it is thought that the former controller of power
becomes the victim. By restricting the options and freedoms of the individual, control is thought to be maintained. The student may want to consider; to whom does the
established power relinquish control by allowing the prisoner the opportunity to have safe sex and avoid disease (and, possibly, death)? Most of the programs and, or, policies currently
in place within the prisons focus on preventative education. These programs are generally centered on either an interactive, that is, peer-led programs and instructor-led sessions such as lectures, discussions,
