2008). With the horrifying 9/11 terrorist attacks still fresh in the minds of everyone, then President George W. Bush authorized legislation with the lengthy title of "Uniting and Strengthening
America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001," better known as the USA Patriot Act. Passed in the Senate (98-1) and the House
of Representatives (357-66), the Act included several provisions that had not been addressed in any existing laws. These include enhanced domestic security measures to counteract terrorism; increased surveillance of
suspected terrorists and border protections, such as intensive monitoring of immigrants entering the United States; removal of previous legislative obstacles to investigate terrorism; strengthening criminal law as it relates to
terrorism; and improved intelligence methods to infiltrate suspected terrorist rings. While universally supported initially, the USA Patriot Act currently has as many opponents as supporters, and an examination of
three advantages (pros) and disadvantages (cons) lends itself to an adequate assessment of its effectiveness. An important advantage is that it allows the federal government to investigate suspected terrorists quickly
and without going through time-consuming bureaucratic channels. The Act enables the government to have a retaliatory response in place before a terrorist event occurs. Second, government agencies now
have authorized access to the ecommerce means and digital technology by which to follow the movements of complex terrorist networks that were able to organize and communicate without detection prior
to the Acts passage. They are also allowed to use the Internet as a tracking tool, which had been a popular terrorist instrument for recruiting new members. Third,
