a number of constraints on any project with the project manager needing to balance the different needs and available resources in order to satisfy the project needs and see a successful project brought to a conclusion, this includes understanding the interaction between resource planning and flexibility, the risks associated with crashing projects, compressing projects or levelling resources, the importance of developing a time phased baseline and the differences between a network project and WBS. One of the most important aspects fop planning a project is planning for the resource needs and scheduling those resources. This can help to improve cost efficiency, but it can reduce flexibility1. When looking at the way resources can be used and scheduled it should be remembered that there will be three main constraints on any project; resources, time and budget2. In any project none of these will be limitless. If there are limited resources it means that they are not available for all of the different project teams or workers involved at the same time. As such it is important that there is some way of ensuring that they are available to all those involved at the point in time when they are needed. Resources may be any inputs that are needed, it may be computer processing time, human labor, or access to particular pieces of equipment. The problem of limited resources has to limit flexibility as to maximize the return and avoid the cost of inactivity a firm will want to make sure the resources is leveraged. The times when a resource is not used may be considered as having a high opportunity cost.
