to achieve the specification in terms of quality budget or scheduling. It is for this reason that the subject of project governance may be seen as a valuable area
of study. In this paper the concept will be considered, the reason for its importance and then consider the way it which it has taken place in some documented projects.
2. Project Governance To understand the concept of project governance the first step is to define the process. Dictionary.com defines governance as
"a method or system of government or management", indicating that governance is the way in which something is managed or controlled. The concept of governance has been studied in
the context of organization and to look at this the definition given by the OECD may be useful, where corporate governance in the organizational is the "directed and controlled. The
corporate governance structure specifies the distribution of rights and responsibilities among different participants in the corporation, such as, the board, managers, shareholders and other stakeholders, and spells out the rules
and procedures for making decisions on corporate affairs. By doing this, it also provides the structure through which the company objectives are set, and the means of attaining those objectives
and monitoring performance" (OECD, 1999). ODonovan also looks at the concept from an organizational perspective defining governance as "an internal system encompassing
