program is being implemented but also according to who is running the program and who is evaluating it. The basic purpose of program evaluation, however, remains the same.
This purpose is to measure program effectiveness. Program evaluation allows an address of accountability, cost-benefit, evaluability, feasibility, impact, and continued need. Periodic program evaluation also allows corrections to be
implemented where they are needed. Owen (2006) emphasizes that if evaluation is to be of value it must produce reliable information that meets the needs of the stakeholders.
Evaluation is an indispensable tool in insuring the ongoing accomplishment of program goals and objectives. When considering whether a program has succeeded
or failed then it is imperative that specific criteria be identified to assess success or failure. Typically these criteria are quantitative in nature. This may be something as
simple as comparing the number of arrests prior to program implementation and after program implementation. It is important to remember, however, that few things in criminal justice are as
simple as they might appear. For programs to be accurately evaluated a diversity of factors must be kept in mind. In its
most formal manifestation, program evaluation relies on carefully delineated aspects of the program that will be evaluated. It is important to remember, however, that no one aspect of a
