and the War on Terrorism Racial profiling by law enforcement agents did not originate as an aftermath effect of the 9/11 terrorist attacks on the US. Racial profiling has, in
fact, been a controversial topic for years, as African Americans have accused police for stopping black drivers indiscriminately, and at a much higher rate than white drivers. Furthermore, the Federal
Bureau of Investigation (FBI) and the Immigration and Naturalization Service (INS) are known to have "investigated, stopped, questioned and in some cases searched individuals due to the color of their
skin, origin, gender or sexual orientation" (Rhoads, 2006). Nevertheless, "racial profiling" is not perfectly synonymous with the term "profiling" or "profile," as these terms are used within law enforcement agencies.
Citing the work of scholar David A. Harris, Malti-Douglas (2002) offers this definition of the word "profile": A profile is simply a set of characteristics-physical, behavioral, or psychological. In
criminal profiling, law enforcement personnel use characteristics associated with a particular crime or group of crimes to develop a profile of someone like to engage in illicit behavior (Malti-Douglas, 2002,
p. 66). As this definition indicates, there are various forms of profiling that are more complex in nature than racial or ethnic profiling. Criminal profiling or behavioral profiling,
in general, refers to standard law enforcement procedures. Again citing Harris, Malti-Douglas explains how racial profiling can be considered to be simply one aspect of criminal profiling. Harris states that
