Melbourne the idea of community can be applied and then the characteristics of the area identified. Bellah (et al, 1985) define community in a complex manner, looking not only
at interactions and locations, but by memory and history stating that "community is a group of people who are socially interdependent, who participate together in discussion and decision making, and
who share certain practices that both define the community and are nurtured by it. Such a community is not quickly formed. It almost always has a history and so is
also a community of memory, defined in part by its past and its memory of the past". A more spatial approach it taken by Graves (1992), who defines a community
as "an environment in which people interact in a cohesive manner, continually reflecting upon the work of the group while always respecting the differences individual members bring to the group"
whereas Westheimer and Kahne (1996) look at the psychosocial aspects with their definition is that community is the "result of interaction and deliberation by people brought together by similar interests
and common goals". All of these may be applied to the community of Moreland, as there are common interests in terms of social needs and care for their own area.
The City of Moreland is located in the inner to northern suburbs of Melbourne, between 4 and 14 Km north of Melbourne city centre Moreland City Council, 2010). The
