are to work with children. Discussion Anning and Edwards discuss the model they see developing for early childhood care in the 21st century, and its extremely complex. They envision three
possible paradigms for workplaces that acknowledge the necessity for serving children as well as adults: a "community centre [sic] nursery; a school campus; and a nursery school and out-of-school club
set in a park" (Anning and Edwards, 2006, p. 159). In the UK, a new policy initiative is underway to develop childrens centers that will offer "integrated services for under-5s
and their families at the hub of every community" (Anning and Edwards, 2006, p. 159). Among those services are parental support, training for childminders, and perhaps most important of all,
"good quality early learning integrated with full daycare (minimum ten hours per day, five days per week, 48 weeks per year)" (Anning and Edwards, 2006, p. 159). Other services that
would be provided include support for special needs children and their families, and a link to local adult education and training providers (Anning and Edwards, 2006). As the funding
for some of the childrens centers runs out, new ones will have to open up; ideally, they will offer programs that are available in "out of school hours" and include
things like homework help and study support; sports; art, music, crafts, dance and drama; and various outings (Anning and Edwards, 2006). Baldock, Fitzgerald and Kay note that in recent
years there has been a huge increase in provision of early years services and with it, a "much greater focus on having practitioners with professional qualifications; a more rigorous inspection
