refining the method of performance improvement. Organizational culture that begins with the policy mission statement effectively addresses the importance of building the management
basis of a corporate foundation. If such documents are not in place long before actual production begins, there will exist no formal or cognitive structure from which personnel can
follow or be accountable for, which will quickly place the company in the same jeopardy it has already taken steps to avoid. "Within the change process many forces are
at work" (Poole, 1998, p. 45) and as such, the symbolic gesture of implementing a strong, effective mission statement is on of the most critical adaptations. As these changes
occur during, for example, corporate reorganization, all the outlying components begin to fall into place while the vision and mission statement begin to take form. During necessary organizational strategy
revisions, the mission statement is one of the first documents addressed; by observing pertinent changes within the companys framework, management is better able to determine which aspects require adjustment within
the primary mission statement. "Imbedded in the culture or identity of an organization are guidelines that are used by members of the organization as formulas for interpretation and behavior.
