Many contend that it is a reflection of our deteriorating society. While we think of ourselves as one of the most progressive countries in the world, the fact is
that we have failed to effectively deal with one of the most basic of our societal problems. That problem is juvenile justice. Juvenile justice in this country is
lacking in a number of respects. We are unsure of when to deal with a juvenile as an adult or when to deal with them as a child, for
example. We have tried everything from boot camp programs to extensive behavioral modification programs in an attempt to effectively redirect juveniles to a productive life. None have been
satisfactorily successful. These problems couple with many others to present a juvenile justice system that is definitely in need of revamping. Between
1980 and 1998 it has been calculated that one out of two-hundred juveniles between age twelve and seventeen had been arrested for a serious or violent crime1. This statistic
in itself, of course, highlights one problem in assessing juvenile crime. The statistics are often several years old even in recent publications. Statistics, however, are not the most
important thing when we are considering how to treat the problem. A prerequisite to effectively treating the problem of juvenile justice is understanding why juveniles commit crimes. Another
prerequisite in this task is accepting the fact that juvenile crime is increasing not decreasing and the seriousness of the types of crimes that are being committed is growing.
The reasons for increased juvenile delinquency are, in fact, many. Juveniles are committing more and more crimes and the percentage of violent crimes seems to be growing as well.
