The case states that the scheduling system is a hybrid that has evolved over time. Though technically it may be regarded as an individual calendar system,
the effect is that cases are assigned to specific courtrooms rather than to specific judges. The judges themselves rotate throughout the system and into defined categories and functions. Advantages
Many court systems use a master calendar system of case management, which places a case before any judge that is available rather than
assigning a case to one judge early in the case history. The system described in the case leaves parties to the case in the same area, but if a
case continues beyond a month the parties could find themselves before different judges each time they appear in court. One of the advantages
of this arrangement is that attorneys are not able to "shop" for judges they perceive as likely being more agreeable to the side they represent. Parties enter the system,
and judges are able to conclude the cases more quickly when there are fewer continuances. Though a case may be continued for other reasons, judge shopping likely is not
among them. Another advantage is that judges do not come to be familiar with specific cases and should have less difficulty with bias
