all of this is attributable to the fact that bureaucracy is not a successful model. Robinson (2004) writes: "Weber argued that bureaucracy was both a technique for ensuring that decisions
are made on the basis of knowledge and an iron cage of reason " (Weber, 1953; DiMaggio & Powell, 1952 as cited in Robinson, 2004, p. 25). In truth,
bureaucracy is not the panacea it was designed to be. Why does bureaucracy often fall short of Webers ideal model, and how can bureaucracy be used successfully as a tool?
First, a look at Webers concept of bureaucracy is appropriate. Weber explains that the much hated hierarchy, found in bureaucracies, is there for a reason. He writes: "Such a
system offers the governed the possibility of appealing the decision of a lower office to its higher authority" (Weber, 1946, p. 197). In other words, if there were no hierarchy,
there could be chaos and people who thrive on power would take over and make a mess of things. They might order others around. Bureaucracy, and the hierarchy that goes
along with it, provides a sense of stability as well as recourse for workers and customers. Of course, it is true that it is difficult to complain about a worker
and get results because the system seems to allow for mistakes. In some way, while this may be bad for the customer, it is good for employees. In the
real world of private service, people are fired without sufficient cause. They might be let go after one or two mistakes. In the bureaucratic public service world, people have a
myriad of chances to improve their performance. In some way, while not efficient, bureaucracy is more humane. Yet, the fact that people are not fired at will, and generally stay
