M-Core sought a site for developing their new plant, and selected property in New Oxford. Generally, the community of New Oxford was
supportive of the project, based on the fact that there are limited employment and economic resources for the community and the need for a company like M-Core to increase jobs
and reduce the tax burden. Not all of the citizens of New Oxford supported the project, though, and three homeowners refused to sell their homes to the company in
order for them to develop their industrial "campus." The conflict that arose from this process was one based on competing interests and the scarcity of resources (in this case,
the property needed for development and the natural resources surrounding the site). Because of differing views on how the resources should be utilized, M-Core and the Town Council came
into direct opposition with three of the homeowners, who were supported by Sebastian Byrd and the Natures Gift Society, an environmental organization. In
order to address the conflict that occurred and introduce potential solutions, M-Core had to assess the underlying reasons for the conflict and the role that their council, Mark Marchant, played
in exacerbating the conflict with a threatening letter about condemnation. Because of that letter, Sebastian Byrd and Natures Gift could use the conflict that had formed to support his
