more crimes when they are released, Yet, recidivism rates are very high. Between 40 and 60 percent of convicts released will return within three years (Aguilar, 2006; Laudano, 2011). This
means that the prisons are not doing a very effective job of rehabilitating criminals. The rates differ by state and range from 4.7 percent in Montana to 44.7 percent
in Alaska (Laudano, 2011). Some states have developed and implemented strategies and programs to reduce these rates. Utah, Kansas, and Oregon reduced their rates by an average of 31.9 percent
(Laudano, 2011). What accounts for the differences? Those states who succeed have implemented evidence-based programs for reducing recidivism in their prisons. When considering reforming prison programs, it is important to
consider some of the factors involved in recidivism rates. In some cases, the individual committed another crime but in other cases, individuals violated their parole or they were returned to
prison for another technical reason. The prison population in California declined because the sate started treating parole violators differently than convicts who commit another crime (Pew Center, 2010).Parole violators are
not sent back to prison. Texas did the same thing. In both states, community-based options were used for those who had violated the terms of their parole (Pew Center, 2010).
Nobody knows exactly what kinds of prison programs would definitely reduce recidivism rates. In fact, what works in one prison or one state may not work in another. When prisoners
are released, they are faced with daunting challenges in transitioning back into the community. Few have a strong support system. They have no money and they have trouble finding a
