offenders with the terms of their probation. This is not to say that crowded courts arent also an issue; they are. But most sources point out that valuable court time
has to be used to address the issue of those who are already on probation but not complying with the terms of that probation. Before we can discuss ways to
fix it, it will be useful to review briefly what probation is and why we have such a thing. Understand how its supposed to work may give us some clues
as to why it sometimes doesnt. Well look at the New Jersey superior court system, which is probably typical of most jurisdictions across the country. In the Passaic Vicinage (which
is what New Jersey calls its group of superior courts), the Probation Divisions mission is "to promote public safety and the welfare of children and families by enforcing court orders,
supervising offenders, monitoring behavior and intervening to produce positive outcomes" (Probation division, 2001). The Probation Division has five sections: "Adult Services, Special Services, Juvenile Services, Child Support Enforcement Services, and
Community Service" (Probation division, 2001). How It Works Adult services, as the name implies, "is responsible for supervising adult offenders"; it does so through office contacts, drug screening, field
visits and, where appropriate, referring the probationer for counseling (Probation division, 2001). Its also the section that is responsible for collecting any fines the court has imposed on the probationer
