Fortunately or unfortunately, rural America holds little attraction to private investors. Although by some opinions these areas could benefit in many ways from private
investment, private investors are typically more interested in channeling their funds into metropolitan areas. The reasons are simple. With very few exceptions, monies are invested with the express
purpose of returning a profit. In comparison with rural areas, metropolitan areas have more of the people and the infrastructure that is needed to accomplish that purpose.
The above point can be illustrated by looking at practically any example of private investment. To be fruitful most investments need people to fuel
their enterprises. While some of these needs can be met by unskilled labor, a growing percentage requires highly skilled and trained staff. Because of the ever-changing technological world,
few in rural America have the opportunity to stay abreast of the technological expertise that is needed for the promotion of many private investment interests. Furthermore, those that live
in rural areas often have their own interests and means of sustenance that preclude their interests in pursuing outside opportunities. To
fairly explore the issues presented above it is first necessary to point out that rural Americans are represented by a variety of races and ethnicities as well as by a
variety of socio-economic positions. They range from wealthy to poor, from white to black and a number of different classifications in between, and from highly educated to poorly educated.
They are employed in a variety of occupations but a large percentage of the nations rural population is engaged in occupations relating to their land, perhaps agriculture or forestry.
