technology to ease jail overcrowding, increase safety, and create a more efficient legal system. In 1996, the Shelby County Board of Commissioners approved $107,000 for a new video arraignment
system (Scott, 1996). This system is aimed at getting defendants through their initial court appearance faster and without the need for as many law enforcement officials. A committee
exploring the ways to ease jail overcrowding recommended the new system (1996). According to A. C. Wharton, chief public defender, "This is just another step
to minimize the physical movement of prisoners and anytime you do that, you increase security. Also, it allows us to use the personnel resources that would normally be used
to escort a prisoner to a court room for arraignment for other areas of the jail" (Scott, 1996). The process of
bringing a prisoner to the courtroom and then taking him back to jail usually takes a few hours and the supervision of several court officials, although the individual arraignment requires
a court appearance lasting about a minute (Scott, 1996). The four main purposes for prisons are incapacitation, deterrence, retribution, and reformation. The concept of
using prison as holding facilities for those accused or convicted of crimes, as well as for debtors and other undesirables is not new (Conley, 1997).
