(Earley, 2005). Many experts blame this appalling situation on the lack of effective rehabilitation programs (Earley, 2005). The following discussion of this problem, first of all, proposes a rehabilitation
program model that addresses the root causes of recidivism and then focuses on designing the means for program evaluation to determine the programs effectiveness, efficiency and cost-benefit. The Second
Chance Program (SCP), a program of prison-based rehabilitation, is a non-profit government-consulting group that advises governmental agencies concerning how to initiate combined programs that address both crime and drug abuse
rehabilitation programs (SCP, 2003). The SCP has worked with the Mexican government in Baja California since 1995 and obtained impressive results. The SCP consists of four stages: drug rehabilitation; education;
self-respect and life skills (SCP, 2003). The goal of the program is convert prisons into facilities that are geared entirely toward rehabilitation so that once released, inmates do not return
to the criminal justice system (SCP, 2003). The program addresses the roots of recidivism, which are drug addiction and lack of job-related skills in terms of education. The gold
