A 6 page paper arguing against prison privatization speaking from an administrator's perspective; arguing for it from a private manager's point of view; and assessing the challenges that privatization offers. Logically, it would seem that privatization would create conditions in which prisons can operate far more efficiently than when the prison is a function of state-level corrections and public law enforcement. Most research has focused either on cost or quality, but not on both. Whether privatization is more efficient still largely is a matter of perception. Bibliography lists 7 sources.

and 1997, the total prison population in the United States increased more than 500 percent (Kicenski, 2002). The state of California maintains the nations largest prison system in terms
of population. Indeed, Californias prison system is the largest in the entire Western world: "on any calendar day, the state locks up more inmates than do the countries of
France, Japan, Germany, Great Britain, the Netherlands, and Singapore combined" (Kicenski, 2002). The purpose of putting people in prison is twofold: (1) remove
lawbreakers from society to enhance public safety; and (2) show criminals the error of their ways. The threat of prison also is believed to be a deterrent to crime,
though that point is debatable and can be "proved" to be either a successful deterrent or have no influence. Prison management increasingly moves
from the public to the private sector, as public agencies increasingly are called to accountability according to sound management principles. Legislators and the general public call on government to
operate more like a business, and the model exists in several states in prison management. What is lacking is consensus as to the effectiveness of private prison operation. Arguments
