Larson v. Independent School District in 1979, a principal was ruled to be negligent for not supervising the physical educational curriculum and the practice of a first-year teacher more closely
(Strahan 298). When implementing curriculum design and innovations, principals should be cognizant that "No court has found that teachers have a First Amendment right to choose their own curriculum or
class management techniques" if these factors contravene school policy (Strahan 297). However, several court cases have addressed the requirement that principals are obligated to make school policy and instructional supervision
clear. Under the philosophy of site-based leadership, a principals responsibility for instructional leadership increases. In Larson, the principal was operating under a district policy that required that office to "develop,
organize, and implement the school curriculum," as well as assign duties to teachers (Strahan 298). By selecting an inexperienced PE teacher and then not supervising that teacher properly, the court
held the principal responsible for an accident that left an eighth grader a paraplegic (Strahan 298). As this indicates, the responsibility of the principal for curriculum design and implementation
is indeed crucial. Case study: Drug testing in relation to cocurricular activity This case study posits that as a principal at a small high school where concerns about the
