are social bonding, social control, and labeling. The police chief in Washington, D.C. commented that redevelopment brings about numerous 911 calls for disturbances and crime (Hermann, 2012). When the Gallery
Place in the Northwest was redeveloped with higher class restaurants, shops, and residences, there was an escalation of shoplifting, robberies, crowds, and traffic congestion. More recently there has been
redevelopment in areas that include H Street in the Northeast and Columbia Heights and the U Street Corridor in the Northwest. Those areas were run by drug dealers but with
new businesses and residents, they are now faced with congestion, robberies, and late-night nuisance crimes (Hermann, 2012). There re several other areas scheduled for redevelopment such as the Southwest Waterfront
and City Center. The police chief has a five-year plan to control crime that includes foot patrol, bike patrol, and cars (Hermann, 2012). There are still a lot of drug
dealers and homicides. Violent crimes have decreased slightly but they still make the residents and small shop owners nervous and uncomfortable. Obviously, more must be done in this city.
Drug-based crimes are often committed by members of groups. They receive reinforcement from this group. For many of them, this is the only reinforcement they receive in their lives, it
is like a family. Hirschi explained his social bonding theory in the 1960s as one that would prevent an individual from committing a crime (Pratt, Gau & Franklin, 2011) but
it can be viewed in the opposite vein, too. Social bonding with a gang will lead an individual to commit crimes, such as those identified by the police chief.
