that they feel they can overpower or coerce. The most common victims of personal attacks are the most vulnerable members of society. They might be vulnerable because of
advancing age, a small stature, or even because they are very young. They can also be vulnerable simply because they fail to take even the most common sense precautions
in their lives. Purpose The purpose of this
paper is to explore personal attacks from the perspective of how they can be prevented. Two government-prepared articles, one from "The FBI Law Enforcement Bulletin" and the second produced
by the U.S. Department of State and published on the World Wide Web, will be compared and contrasted for the purpose of identifying measures that can be taken
to prevent personal attacks. Scope of Work The
articles reviewed for the purpose of this paper parallel one another quite closely in terms of the criteria that they identify that makes an individual vulnerable to personal attack.
