of bureaucratic function. Indeed, these elements played an integral role in the modification of the presidential reconstruction. It can be argued that a country needs the combination of
power and government in order to enact any level of politics; however, it can also be contended that there does not necessarily have to exist any sort of democratic considerations
as a means by which to operate that government. This specific point speaks to the concept of power and authoritarianism, rather than power and democracy as was desired in
the United States of America. The factors most important in the debate were threefold: personalities, the concept of balance of powers and political
forces. Some have contended that the concept of balance of powers was completely misconstrued, compelling the political alterations that ultimately took place; however, still others believe that a combination
of personalities and political forces proved to undermine the presidential reconstruction plan. Autocratic dictatorships were not what the countrys founders had envisioned for
Americas people. Creating a government that was for the people and by the people is what was going to promote both individual and political strength. The decision-making process
was to be a combined effort of government officials and the people who elected them into office. By reallocating the political power and distributing it evenly among both government
