America could not protect itself from a ballistic missile attack (Mowthorpe, 2004). Kennedy stated: "Next time, the vehicles of death and destruction might well be ballistic missiles armed with nuclear,
chemical, or biological warheads. And let us be clear: The United States is defenseless against this mortal danger" (2002, p. 165). Kennedy made a strong argument that the need for
a defense system existed long before the September 11 attacks (2002). Kennedy argued there is a consortium of nations that want the United States to abandon its allies and
to stop helping nations, such as such as Israel and Taiwan (2002). This group of nations also wants to remove the U.S. from various strategic positions in the Pacific, Asia,
Europe and the Middle East (Kennedy, 2002). Americas enemies have considerable support to believe the U.S. will not aggressively defend itself and allies because, for two decades, the U.S. government
did not respond to terrorist attacks (Kennedy, 2002). As Kennedy said: the government did not "respond proportionately to terrorist attacks on Americans in Lebanon, to the first World Trade Center
bombing, to the attack on the Khobar Towers in Saudi Arabia, to the bombings of U.S. embassies abroad, and most recently to the attack on the USS Cole in Yemen"
(Kennedy, 2002, p. 165). This kind of reaction to attacks could not continue and the current President George W. Bush intends to take a much different course of action than
