by Harremoes et el (2004) the Precautionary Principle as expressed in the EU treaties and directives is becoming increasingly relevant as a result of the current rapid developments in science
and technology. As the authors point out, the "innovative powers of science (outstrip) its ability to predict the consequences of its applications" (Harremoes et al, 2004, PG) and there is
a concomitant increase in the level of human intervention in the natural environment. Consequently, it becomes more and more important to consider past occurrences and apply what has already been
learned to the way in which science and technology should be regulated.
They also make the point that it is now clear that preventative measures have been taken much too late in many areas
of health and environmental protection, which reinforces the need for applying the precautionary principle in a considered and effective way with regard to new developments. Albert Schweitzer asserted that "man
has lost the capacity to foresee . . . he will end up destroying the earth". However, as Harremoes et al point out, when potential health or environmental risks lie
in the future and cannot be effectively quantified, and the cost of averting them is high, the issue becomes more complex than one of merely the capacity to predict likely
consequences. The
