a lot. In the United States, we often read or hear about the numbers of homeless on the street, the overcrowded shelters, the fear that these people sometimes cause
when they approach someone for a handout. That is, in the U.S. we tend to think of the homeless largely as individuals, usually male, often disturbed (though I have
to admit this may well be a subjective judgment). Canada, however, seems to slant a lot of its coverage toward the problem of the children who are living in
poverty, and the problems engendered by that situation. This paper explores the plight of Canadian children living in poverty. Discussion Children, the chronically ill and the elderly are
among the most vulnerable members of society. Children are unable to earn a living and still trying to get an education; the chronically ill are struggling with both their
illnesses and medical costs; and the elderly are trying to survive on a fixed income. But of all these, its the children who are most troubling, because being born
in poverty may mean that they will remain mired in it all their lives. According to the Canadian Council of Social Development, the "lives of Canadian children are worsening."i Not
only is "the rate of child poverty ... growing" particularly among recent immigrants and native peoples, but the widening gap between rich and poor is exacerbating the problems "because family
incomes at the lower end of the scale are falling."ii There are a number of societal factors that all seem to bear upon the worsening conditions, including the fact
