in a land where people spend hundreds of dollars on dinner and entertainment. In many ways, the system seems unfair, but there are causes of poverty. It is not as if it is an inevitable part of capitalism. When studying the phenomenon, social problems are often aligned with poverty and homelessness. Sometimes, mental illness plays a role as does the lack of education and morality in the home environment. Sometimes, poverty stems from racial inequality and discriminatory practices. Poverty is also caused by social problems such as teen pregnancy and addiction. Poverty exists in many pockets of the wealthy United States of America. In no place is it more pronounced than in Arkansas. A study examining the years between 1997 and 1999 demonstrate that the poverty rate aligned with families whose heads of households were women, increased from 19.2 % to 19.4% ("Merciless," 2002, p. 20). One study noted by the Annie E. Casey Foundation demonstrates that a good economy or "welfare reform" had improved the child poverty rate in Arkansas of 24 % ("Merciless," 2002, p. 20). Yet, a later study does suggest that as the teen pregnancy rate goes down, the poverty rate goes down as well ("What if," 2005). Poverty is widespread in Arkansas, but there are pockets of poverty that are worth exploring. There are also areas where poverty is not so bad. Hence, it pays to look at a couple of counties to see how they compare to state poverty overall. The poverty rate in Arkansas, or the percentage of people living below the poverty level is 16% ("Benton County," 2006).
