Poverty still exists. With all of our advances, it seems that maybe Karl Marx was right about some things. There is almost a sense that two classes exist, the haves
and the have-nots or, should we say, the bourgeois and the proletariat. This paper will explore Marxist theory in light of what the general thrust in public policy toward
poverty in the United States is. Then, Durkheims perspectives will also be looked at. It is important to first explore just what we mean by poverty in this country.
The faces of poverty have changed over the years but the concept is still the same. We are talking about the poor, people who earn less than what we deem
is needed to survive in this economy. We talk about a poverty line. It is almost as if we have drawn a line between the working class and the working
poor. Some in poverty do work, while others dont. In the past their voices were quiet. Sheldon Annis states "The most important change is that the poor are increasingly able
to manipulate the media, instead of just receiving messages. With advances in affordability, miniaturization, and user-friendliness, the poor are no longer merely a passive "mass audience. They, too, are becoming
message makers." Let us first look at public policy toward poverty from a Marxist perspective. Karl Marx was concerned with social class which is at the crux of this issue.
